The regular meeting of the Town of Philipstown Conservation advisory Council was held on the above date at the Philipstown Town Hall, 238 Main Street, Cold Spring, New York. The meeting was called to order by Acting Chairperson John Sussmeier at 7:35 PM.

CAC Chair Sussmeier told the applicant that since several members were absent the CAC could not take a formal vote, but that since its vote is not binding on the Wetlands Inspector, the matter could be considered anyway. Mr. Sussmeier then asked Mr. Mancuso to provide an overview of the project. Mr. Mancuso said the project was simple: to construct a new, slightly larger on the site of an existing garage.. He added all soil and debris would be spread on a tarp an removed from the jobsite; in other words, the project would not disturb the stream and wetland, located beneath a steep drop at the rear of the garage.
Wetlands Inspector Klotzle had visited the site and said he had no problem with the project, provided that a staked-in, U-shaped silt fence were used to prevent soil spillage during construction, as per New York State DEC requirements for a protected stream.
Wetlands Inspector Klotzle said he would approve the application, specifying precise requirements for the silt fence.
The two CAC members present agreed with Wetlands Inspector Klotzle that approval was warranted.
Because CAC Members Galler and Lind were absent, as were the remaining applicants and/or their representatives, consideration of the remaining agenda items was postponed until the November meeting.
